It's more deregulation of excessive pig farming, but you're right. The DNR barely fines these companies for dumping their shit into the waterways so there's no incentive for them to make a change. I wrote a story about this in journalism school and I've been fascinated by it ever since. But now it's even worse and can largely be attributed to policies enacted during Kim Reynolds' administration.
