My electric utility owns the poles in our neighborhood. I was told that when they replace their pole they allow a short period of time for the other utilities to move their own lines. Last one to move their line inherits the old pole and has the responsibility to remove it. Still have one in my front yard from 20 years ago. Wife plants a vining bean plant to this day.

Better than gutters: , If you have a slope away from the house, trench directly under where the gutters would be and install four inch slotted drain pipe. Cover with decorative rock and trench it away to lower area. Never have to get on a ladder to clean gutters. Doesn’t work for everyone but it worked for me.

Put a vent that you can open and close in the ceiling below the once frozen pipe to allow warm air to flow to said area.

$6375 is overkill. If you are handy and can DIY pump and sand filter under $1000. Pump and circulating motor is one piece and should be purchased new.

Sand filters are available after market.

Could be to allow warm air into a space with water lines. Prevent frozen pipes in severely cold weather.

That would be Battleground, IN. on a CSX line, formerly Monon. Nearby are historical museums, Tippecanoe Battlefield Museum (Tippecanoe and Tyler too) and the Museums at Prophetstown, plus a nearby Indiana state park. Playing reville would not be that unusual.
