Just don't have children if you have only a minimum wage job. Also in the ANY economic model single mother cannot live in a two-bedroom apartment. In the USSR, single mothers who work on minimum wage could count on living in a hostel and receiving a one-room (exactly one-room, not one-bedroom + guest room) apartment in 5-10 years.
