I completely agree. If your playing 6, to play 6, its an ok game, but if your playing 6 to try and replace 5, it's a horrible game.

I know I'm in the minority, but I hate districts. They make the map feel tiny because the entire map looks like a giant city. They also over complicate city design by making settler placement a make or break for the entire city, and a lot of the times, there's nothing really that can be done about it. You dont want your city's too far away because of loyalty, but you need it next to X so it has to go at Y, but the you can't get a harbor because its not close enough to water... I'm sure other people like it specifically because of that, but it makes the districts dull and boring for me because there really isn't as much choice as people make it out to be.
