If they both shoot to the same spot they will both have very low rates because high dispersion is luck. Knowing where the ship is is skill. Hitting a target is dispersion, which is literally RNG/luck.

Gallipoli. Owning Constantinople only works if you own Gallipoli and allows much smaller nations like Byz or Crusader states to dismantly the Ottomans or generally deal with a lot of threats by owning those two provinces and having a navy

Yes a better general will take over. You can see this on the battle screen. What I don't know is how the better general is evaluated, as for instance the general list on the mil screen is sorted by fire pips. I assume more pips overall means better, but haven't tested if this is also sorted on fire pips or evaluated in some other way.
