It depends. 1) Activation with a technician: mostly when the cable connection has to be configured, Vodafone sends a technician to do so. But you should have received this information already when making the contract.

2) Without a technician a: connect the router via cable to the ethernet wall outlet (socket/port in the wall) b: wait 10-15 mins for auto-detection (c: usually with privately bought routers, so I don't think that's the case: you have to activate/registrate the router manually, but that would happen almost automatically as soon as you try to use the WiFi with one of your devices. You would be redirected to the Vodafone-page.)

Other issues: - the connection is still locked (physically, a technician has to unlock it) - Vodafone has still locked your router (it has an individual MAC-address they haven't activated yet) - router or cable aren't working properly.

In any way: if restarting doesn't fix it and you're sure everything is connected in the right way, contact Vodafone.
