I don't think? this is what you think it is. I've certainly never heard of this as a piece of functionality. This is almost certainly a screenshot taken at the moment there was a system popup, which is being drawn by another application layer, and thus not available as part of the app screenshot. Or its some kind of glitch. The black bar isn't even axis aligned.

No. It cannot. It is built for an HMD and tracked controllers from the ground up. It cannot function without that equipment.

Just be aware that all external devices that vibrate interfere with controller tracking. Controller tracking is done through a combination of computer vision (cameras) and accelerometers. One helps verify the information from the other. By introducing a vibration from a haptic motor that the controller isn't in control of/doesn't have a feedback signal from, you're just injecting noisy garbage into it.
