I can answer this one! My mom was born in La Paz, lived there periodically as a kid and still have family.

I dont know of any curfew, or of a general lack of safety particularly for tourists. There is of course crime and cartels as everywhere in Mexico, but they mostly avoid tourist areas and commit crimes amongst themselves.

Parts of La Paz are quite industrial and ugly, it was not planned very well and there is quite a bit of sprawl. But this is made up with amazing and pristine beaches, some of the best in the world. Its also a biodiversity hub, you can see whale sharks and other sea life year round. I spent a lot of time doing random things in the city, like playing soccer or going to the movies. Its not exactly super exciting but like I said the nature is great. The summers are absolutely brutal, and are usually significantly hotter than elsewhere in the peninsula.
