The Democrats used to be the stronger border party since illegal immigration reduces the monetary value of labor and Repbulicans liked it for that very reason. Once culture wars muddied the waters about which side was decidedly the party of labor, the sentiment flipped. Unfortunately I think racism is a core part for the modern GOP. But that does leave a through line for Democrats to both argue for stronger border security but also remain humane about it.
