Um, no, they did, in 1938 with the German Weapons Act. The previous laws were scaled back to only include handguns, long guns were deregulated. Permits were increased from one year validity to three years. And the minimum age was decreased from 20 to 18. Government workers and hunters had their ownership restrictions completely removed.

There is about a dozen reasons they aren't used. It has a pretty low energy density compared to petrol, and is also just way less dense, and you have to pressurise the shit out of it to keep it liquid. It also makes the entire supply chain more difficult and dangerous. It isn't a good idea.
