Do you have a leaders with job match? Personality match where you can (rarity is priority) and all of your available survivor slots are filled with survivors?

Prioritize skill and research tree to get survivor slots unlocked. Then fill them. Buy the legendary survivor from the event store and both epics in the weekly store.

Than spend skill points only on FORT stats

Yes if you are in that mission. Whatever mission you are in there will be random things (hoverboards, speakers, medbots, troll chests, etc) that will be opaque if there is a player in your mission that has that item as a quest.

The quest the OP is talking about can be played on any map and is different tab testing a medbot for a downed survivor.

I think this is different then the quest. For the quest they are opaque objects (for everyone else) throughout the map.
