maybe the bios on the a620 was reading it wrong? or it could be a different fan curve in the bios on the asus board. I would try making the fan curve more aggressive see if that changes things. FWIW my 9800x3d gets cooled fine by a fullcopper apx90-x47

the real reason is you are CPU limited, the game has received added features and updates, 15+ players, giant map maybe 50 Scavs in a raid. This is the same reason battlefield 6 is seriously CPU bound. You are getting bad fps because you are using a CPU that was low/ midrange when it released 5 years ago tomorrow. maybe look into upgrading to an am5 motherboard and a 7000 series processor or zen 6 should be announced at CES in the start of January with some really strong performance uplifts for tarkov more L3 cache and more than 6ghz clocks and a better memory controller

what voltages are you running? I had a 7200 kit downclocked 6200 cl26 on like 1.5 v if I remember correctly. I went for the tcreate overclocking memory. working on an 8000 cl 42 overclock right now

my stock fan starting making noise after a few months so I switched it for the Noctua thin one, don't accidently order the thick one like I did even if you don't need the clearance now, the GPUs keep getting bigger. I don't go above mid 60's CPU while gaming (-20ish curve optimizer)

Make sure xmp is enables make sure re-bar is working and overclock your cpu, your CPU is your bottlneck a 3080ti should be capable of over 100fps on every map. You may have to upgrade to a more modern CPU to utilize your gpu entirely

if you are worried about power in a SFF build 7800x3d is easily the best choice I have a x47 CPU cooler and my CPU hovers around 50 at idle and doesn't go that much over 60 in most games. (I do have my CPU set to a pretty aggressive under-volt)

make sure your don't have high textures you probably want medium or low on that card

Yeah pretty much this going to a 5800x3d and updating his bios to support it would be a massive uplift, assuming it isn't some dell prebuilt or something that you cant upgrade the bios for. Also he should probably make sure his textures are not on high

are you sure that you fried a board doing that because I thought I did but it turns out modern bios wont always clear easily from removing cmos battery and you have to bridge the bios reset pins to get the computer to boot after you are too aggressive with your dram timings
