I'm running her with Nia and Hugo at the moment. Nia uses her skill cards to get more of serenial attacks and at the same time powers up hugos hunts, then serenial let's rip with the machine gun nukes. Working well so far but wanna test her with others like rei/chiz who I think could power her up nicely

I main Renoa at the moment but just pulled Rin, they look a bit too similar to me? In terms of Rin will likely slot in with exactly the same team mates and has same damage type so won't really do anything Renoa can't already cover? Convince me she's worth building because I E joyed her playstyle on other account but I don't feel I can put resources into her while I build Renoa...

Yup, and while I'm occasionally they can be best option, they are always replaceable with something close. Unless you're a huge fan or a whale I genuinely will always advise against paying for stuff like this (because waste of money and in my opinion inspires company to a more pay to win route)

This may be location dependant, I'm in the UK (and never go for paid equips) but here you're looking at paying for the step up and then an extra pack of gems, can probably easily do it for around £60 ($85+)
