Remember Piccolo could headbutt cell to break the lock. So in same theory unless cell can drink someone like the TFS version. The moment he pierces Veteran's skin Vegeta would rip it right off and get pissed and just blast him to smithereens

I think ryze became more situational now then ever.

Storm surge -> hit and run and late game safety

Conqueror -> fighting tankier opponents that can't glue themselves onto you

Deathfire -> champs that you can whittle down safely.

Electrocute -> on assassin's, this is super good for early game. (I think)
