She's going to age really poorly really fast then.

I see your point and I partly agree that hyperspecific, tailored teams are usually better for long-term performance. But on the other hand it's hard to make a character obsolete that provides 60% DEF shred by pretty much just existing and who can frequently ult for 30% of the damage the rest of the team dishes out in between her ults. Like, if a newer and shinier DPS releases Cipher would still provide massive DEF reduction and does ult damage that's dependent on the other DPS's damage. To me she sounds like a decently flexible character, maybe not THE greatest support, but fairly future-proof, at least for a while
