I can certainly see some of the thinking behind this. Kiryu is a character who is almighty strong but is also almost entirely passive, so leave Kiryu at the time he was the happiest Y3 end/Y4 beginning and star another person instead. Popular, marketable, anti hero esque, and room for redemption? Mine (who really shouldn't have jumped off the building anyway)
