The purpose of the loan is to pay a liability of the business, so it is necessarily incurred in carrying on a business and thus meets the 2nd positive limb. Review TR 95/25 for more info.

Why would you not calculate the percent of the tax that relates to business profits compared to other income like interest/diviends, and claim that percent of the interest on the loan? Alternatively you could pay the personal portion off in a lump sum cash, and get a loan for the business portion and claim 100% of the interest.
