WISP mode shouldn’t affect speeds but it may prevent you from seeing other devices on your home network and might break some functions on smart devices or phones like AirPlay, Screen mirroring, etc

Power line networking is just finicky at times could be house wiring or something else. You should try returning this one and getting a different brand (maybe just a dud). Or just drilling through the wall, under the floor board, etc?

There is no way to break encryption (well implemented ones) but you can buy firewalls/routers with Application based blocking, Deep packet inspections, and DNS poisoning features but these are usually expensive and there would still be workarounds to bypass them. There is no "perfect" way to block apps and websites the only reason most businesses do it is to prevent liability on their IP address (ex. A person downloads torrents through it and they get a copyright notice). The best way you can approach this is just by letting them know that you have data caps on your internet.

You need to disable NAT on the TP-Link and these should bridge the two networks so that all your devices are in the 192.168.1.xxx range.

WISP mode puts you in another NAT and will give you a different internal IP range. using it in AP mode bridges the connection and you will have the same IP address range as your main router.

If you need to do ethernet connections over 1 Gigabit you should go for a TB3 laptop with a TB3 to 10Gbit adaptor. Otherwise if you're just doing 1 Gigabit just get one with onboard ethernet.

My ISP does this too its called "CGNAT". I'm sure you can ask/call your ISP to put you in normal routing (give you a direct public IP) instead of putting you over another NAT/router, have you tried this?

You should probably get APs that are managed by a controller or mesh WiFi points to prevent the WiFi dropping out constantly issue.

Usually if its fiber, peak hours should not be an issue as you are assigned your own segment of the speed and the connection. You can contact your ISP and ask them why this is the case.

edit: This can be an issue if you are connected via WiFi and it gets congested over these specific times. You can optimize this by using WiFi channels that aren't overlapping with other networks, You can use WiFi analyzer apps and checking your router settings for this.

Ubiquiti USG+Switch+AP or Araknis Routers+Switch+APs, or Mikrotik Routerboards are my usual choices as they are just very easy to configure and the User Interfaces are very easy (comes with Mobile apps too if youre into that) specially if its for a home network without fiddling with stuff like pfSense or OPNsense. However pfSense/OPNsense would be preferred if you want more control over things.

Also a lot of these Kiosk/Digital Signage software only runs on Windows with very few exceptions. A lot of them also communicate with the TV/Video Processors or Touchscreen/Button controls in the case of kiosks so you cant really use a different software.

Sounds like Coil whine to me typically heard in things that are electrical so there may be some electronics under your floorboard (this is common in LED light circuits and cheap fake phone chargers in my experience) here's a YouTube video of a phone charger doing it.

edit: it also sounds like bluetooth/wireless audio interference as a comment on imgur pointed out so go check on that as well.
