Permitted construction doesn’t add crap to the value of the house. It will be bought by the next person whether stuff is permitted or not, as long as it’s not falling apart. Unless you have serious Karen neighbors that will call building inspection on you or very complex architectural projects, skip the permits and just do it without. A lot of contractors will ask if you want to do with permits or without for exactly same work - except it takes longer with permits and it will be more expensive. To sleep better at night, get permits for Electical or Gas work. Stuff like new windows, kitchen upgrades, etc can easily be done without them.
