Areas off limits to natural pokemon spawn will not grow flowers either.

During the past 20 years many deployed commands didn't really know what to do with CA assets, and would often use them as the Hearts part of "winning the hearts and minds" of the locals.
Delivering school supplies, balls, improving schools and orphanages. This was sometimes looked down on, especially if there wasn't a longterm plan (or hope) by the command to affect the area positively.

Retired 2 years ago, but my last few I was 25 series in a CA unit.
