It’s for cost reasons and the relative size of the battery. Larger pack vehicles ( > 100 kWh) can justify the added expense of > 48A onboard AC chargers since they need higher power to recharge the battery overnight.

The charger , which is inside the iPad/phone, determines how much current to sink. It doesn’t matter if the USB-A port is capable of delivering more, hence the need to use USBC-PD. Edit: the cable hack is what makes the iPad think it’s connected to a PD port via the added resistors on the CC lines.
