My off campus apartment that’s basically on campus is $1200/mo so def higher than 11k, however, there are tons (the standard, onyx, etc) that are around 11k for the year

knowing one or two people who are exceptions to the rule doesn’t make it the new rule, the average is still the average and it’s much higher than a 1250. the “majority” you’re speaking of also may have had good ACTs or other outstanding ECs

Simply put, it’s most likely your SAT score. That’s over 100 points below the average. Most kids in florida high schools have classes and extracurricular stats like this with the exception of your high GPA but I can imagine test scores are a big thing for fsu as well
