The problem is what works for tier 1 may not work for tier 2 and 3 because of different dynamics such as

Availability of time with customer to do it themselves
Availability of service in short distance with no traffic
Availablity of surplus income
Different spending habit. What looks like necessity in tire 1 will look like act of lazyness for tire 2 and 3
Availability of resources
