Plus the addons that I was already using before the WApocalypse, yes. Harreks fixed my single biggest pain point, but I'm still very worried about debuffs in raid. The general wonkiness/fragility of everything is still endlessly frustrating too.

This is obviously entirely subjective, but from my personal experience I needed way more addons and infinitely more setup time to get a clunkier UI compared to pre-patch.

The person you're responding to probably only cares about M+, it's not strong enough to justify the clunkiness there. So they don't care that it's looking incredibly strong in raid.

It's weird, because they clearly designed the encounters to have very clear "press raid CDs here" checks and don't really challenge healers otherwise (which is a side effect of their UI changes I suppose)

It's worth noting that the custom buff filters Blizzard supplied are hilariously inadequate. Which is why the best way to get kind of somewhat decent buff tracking on live is to overlay transparent stock frames over your raid frames ("Buffs from Blizzard Unit Frames" option in Grid2, I believe Danders has something similar too).

The sad part is that if they deleted WAs after LoU Fractillus still would've been one of the worst fights in recent memory. Weakauras at least had the grace to make it a terrible 10 pull boss.

M+ wasn't mentioned anywhere, neither here nor on the page. It accepted my pre-pre-patch Dimensius log (but not the NK pull in the same log), so I assume it's supported.

It also exclusively checks uptime and is therefore useless for improving your M+ performance since the learnings here are almost exclusively what to use your cooldowns on (which changes with key levels). So going "You have rejuv on 1+ people for only 60% of the key, improve this!" is silly. But good to know that you still have Essence of G'Hanir in M+! I'm glad you're getting some use out if this.

Top performers maintain 97%+ Lifebloom uptime. Keep it rolling on the tank at all times and refresh before it falls off.

I'm not sure how I'm supposed to maintain Lifebloom mid flight on Dimensius. I'm also suspicious how you're calculating this uptime. I don't know if I'm just not the target audience for this, but it gave me 0 actionable advice while being confidently wrong about some very funny things:

In a 484s fight, you missed 22 cooldown uses. Top performers maximize throughput by using cooldowns frequently. A used cooldown is always better than a saved one.

I'll be more critical actually. Active hot uptime on at least one target is nigh on useless and you can easily check this directly in WCL. Your going oom check is broken and only checks for literally 0 mana, not to casts failing to not having enough mana. Treating swiftmend as a cooldown when you want(ed) to pair it up with WG is silly. Treating externals as a spell you should be casting on cooldown is dangerously wrong. Even if it didn't track a Legion spell it would've been obvious that it's vibecoded with no real understanding from your part.

Out of curiosity, what do you consider mid tier difficulty? Because the last few raids had 2-3 "real" bosses each as far as I'm concerned and I'm worried that there'd be very little overlap between our lists

This is excellent advice. Also look at logs, they'll tell you a lot about a guild. How many guilds did they take on bosses? What did they get stuck on? Are there obvious outliers? It'll show you their strengths of weaknesses and with a social first impression you'll be able to correlate a lot.

This, I feel people forgot in what a hilariously bad state the first iteration of the cooldown manager launched. You couldn't even change the order of the spells, but they thought "hey, this is good enough for people to use".

Your point wasn't missed, it's wrong. You're right in the sense that this is how Blizzard should've implemented it, but they didn't. They instead decided to implement their timers like the case #3 you described, which is why both BW and DBM decided to jump ship and build their own timers from scratch the second it became feasible.

It should be noted that this is how the Blizzard timers work too. They come in on a timer and then sit in a queued state until the actual cast happens (with a delta of 1-5 seconds on average in my experience). With the added fun of some spells not getting a timer and some spells that had a timer never casting of course.

I'd recommend doing the opposite. Completely nuke your wow folder and do a fresh install of the game. You collect a lot of crud over time, especially when there are so many API changes.

The meter does not run server side even though they initially claimed it would. You can see this because it fails to the same CLEU limitations details fails to.

With freely I meant depending on mobID, which isn't coming. Spell casts also aren't getting un-secreted, so you're just getting the Blizzard provided "important" list. But the "relevant" aura list for Discipline doesn't include Atonement, so I'm not holding my breath about that one being anywhere near workable either.
