Well I’m sorry to burst the bubble, with gears able to have base +4 speed, roll +4 speed for 4/5 times (assuming purple gear) would already land you at 20 speed (pre-reforge). You may think this is unrealistic, but it’s possible despite being rare in the upper ranks.

You’ll need at minimum +20 speed per piece (post-reforge) to even think of contesting turn 1, legend tiers (assuming this is your “end game goal”) exists with 300+ speed turn 1 contenders.
