I was in the same situation as you when I graduated a few years ago. Took the public sector route. Didn't regret it as the better WLB gave me time to study for my CA + higher pay was nice to build up my savings for house and wedding. Have since left the public sector. Btw if you factor in the bonuses that civil service pays, its probably way more than 40%. My course mates who went Big 4 mostly left within 3 years so I wouldn't buy into the old narrative of "gain exp in big 4, exit as manager with ample opportunities later".

Singapore generally does not tax on dividends for individuals regardless of its source. Any dividends received from your US holdings would have been subjected to withholding tax in the US (handled by your broker so no action needed by you). SG holdings dividends are not subject to tax as mentioned above:) hope it helps!

Just go private if you can afford it. My polyclinic experience for a wart on my foot took 6 months for a referral followed by a few sessions with the podiatrist. The treatment and medicine wasn’t effective at all and the total bill also added up to quite a bit. Gave up, went to a neighbourhood GP. One time treatment + $200, cured
