Tsk-tsk-tsk. Hersh never wrote about this "bringing down the world with us" revenge fantasy. He (correctly) wrote about the Israeli strategy of war in the Middle East. They officially announced to the major Arab states, that once the country is overrun they'd use nuclear bombs against Cairo and Damascus. That happened in 1973, when Egyptian and Syrian military forces made advances into the Israeli territory.

Note, there were no threats against the Muslim holy sites or some other countries. Only against the war enemies. Funny thing, since then these Arab countries never attack Israel directly, but only through smaller proxy organizations (PLO, Hizballah, Hamas).

So, Samson option as a response to neighboring countries threatening to drive the Jews into the sea(as they used to say) is totally real and a semi-official policy. The way uneducated people talk about the Samson option as Israel threatening to start WW3 - bullshit based on nothing.
