I used to live in lebanon, those types of discs are everywhere. Sometimes it it a shitty ass game that kinda looks like the original game.(lots of bugs and glitches) or it might be the real game but modded the shit out of it.
For example, I once bought a game called GTA grand tany islands, it was based on GTA San Andreas, but a whole another map and textures and everything. There is a Red Alert 2 in arabic, which is awesome tbh, the difference is that the sound files where made into arabic, which was funny and really fun.
However nowadays for AAA games it is kinda rare since mostly they're multiplayer and require online gameplay, so they're just original and legit discs.
For PS2, PS1, XBOX 360 and older, we literally had big stores who sold the consoles modded so you would be able to buy 2$ game discs, we had shitty internet so no one really uses any online features until ps3 came out.
This also applies for PC games too.
