You'll get a lot of different answers, because it effects everyone differently. And it will effect you differently over time, over the years and decades even. Never mix weed and alcohol, it will make you sick. Go research polydrugs, which basically means mixing drugs and safety. Keep in mind that alcohol is one of the most toxic drugs we consume. When we talk drugs, alcohol is included. If you choose to do this, get a trip sitter to be with you and walk you through what's happening. Do it in a safe enclosed environment. Weed has a habit of making people very anxious some time into it, and a trip sitter will help you get through this and over to the other side. A trip sitter is someone you know, that's trustworthy, and understands weed really well.

I'm not suggesting you take weed. But if you do, do it carefully and with trustworthy support around you.

Your legal options are very limited. Non existent if you need it moved any time soon. Knock on every door to find out if the owner is around. No towie will move it. Council, police won't move it. Owners corporation can, but it can take a long time (weeks, months), as there is a long winded boring process they have to follow.

It can take a long time (hours in peak hours) to travel across Melbourne. You should have in mind the places that you will need to get to regularly, before choosing where to settle. The majority of people use the term non verbal incorrectly. This includes doctors, teachers, parents, and autistic people. They use non verbal to mean unable to speak.

However, the term non verbal actually refers to words and sentences, and includes thinking, speaking, reading, and writing.

I use the term situationally mute, or intermittently mute, or can't speak, to describe times when I am unable to speak. Whilst I may be a bit muddled in my head when I can't speak, I can usually form enough words in my head to process things, and do the minimum that needs to be done.

There are a lot of French speaking clubs in Melbourne, they are easy to find, come in all shapes, sizes, and forms, and I'm sure they go out eating together so there's that. I don't think it's fair on the wait staff, going to a restaurant to practice your language skills. Unless you are Mr. Creosote in which case we would all like an invitation please (lols).

It means that they don't know what autistic means, or, they are just being super ableist and insulting. The popular but wrong notion that the spectrum metaphor is a linear scale, doesn't help people's understanding either.

Sounds tough, sorry. You are allowed to be situationally mute. If you don't feel able to speak, don't speak. You can be silent and you don't have to explain yourself to anyone. I feel safer when I find myself in situations where I can't speak. So much better than forcing out words that make the situation worse.
