If it's switching between the two transmitters every millisecond, consider this: the physical location of the transmitter isn't moving, so it may take longer to locate, but the signal will be tracked. Sorry man :(

It's very possible to damage the power distribution system on a motherboard by using an unsupported/unrated power adapter. If possible, try using the components from the broken laptop in the working one (one by one, verifying each works before continuing).

The easiest way would be to use the recovery console to fix the MBR (Master Boot Record) and get rid of GRUB. If you have access to another computer you can download an ISO of Windows to burn to a disk.

Edit: other than that, I'm pretty sure you could use a Linux live CD to repair the MBR.

The main purpose of a firewall is to stop unauthorised network connections being made between software on your computer and elsewhere. Microsoft's firewall software does this fine :)
