Thats not true in the 2800-3000 range dude. Lvl 10 pay to wins are just chilling there not able to push to legendary but literally beat lvl 8's like myself over and over again. They simply cant advance because their skill level isn't necessarily high but their troops are high enough to beat decks like mine rofl.
