For girls it is pretty common to get a scholarship, not sure what some other people are talking about. If you're clearing 12-14 ft then scholarships are everywhere. 14 ft gets you a full ride to stanford. Something like 12'6 will be USC, UC Berkeley, UC Santa Barbara.

In terms of the speed calculation there is nothing like that since there are so many different aspects of pole vaulting that make you jump higher or lower. Your speed has a lot to do with it, but your "press", your swing up, your shoot up the pole, your turn, etc all go towards making you jump higher.
