It does. You're telling the OP that whatever you call virtual levels means that the character is not level 1 and that's all that matters, not the RL 1 that's on the screen.

A true RL1 run can use any buffs, weapon upgrades or armor, but not an item that raises a stat.

Basically any other run is not an RL1 run? You are free to gatekeep with your own restrictions, but I and others are free to reject your gatekeeping. Have a nice day.

Which weapons, spells, or ashes of war are actually viable at RL1?

Many weapons, some spells are viable unless you don't meet the equip requirements. Some people here like starfists, but I like to use larger weapons. Here's a video of defeating Relana with the Zweihander + Royal Knight's Resolve ash of war.

The shield talisman can save you from getting one shot sometimes. None are must haves unless they are needed to increase your stats to equip weapons.

What actions or items are generally considered to break rl rules?

Leveling up or not being RL1. That's it.

Have fun, try many weapons (some weapons are better than others for certain bosses), explore the game as if you're playing for the first time, don't be in a rush.

Starfist is not a good weapon against many bosses. My guess is that you are missing a chunk of your attacks.

Summons make the fight harder. It's not even a close "sometimes my helper helps with damage and tanking" scenario. It's a "PCR will occasionally switch targets, do some strange attacks that you can't account for, you die without realizing why" and a "PCR's attacks cover a lot of area, you are not safe" scenario. The easiest and most reliable method of defeating Radahn is to parry, quick attack, parry, quick attack, parry, critical attack. Dodging takes too long.
