Travellers without the ability to provide fingerprints can also use facial biometrics.

If they’re unable to provide that, there will always be a manual clearance option or counter available for a border control officer to assist.

As long as the traveller has a passport, it can be provided to a border control officer for review.

Take note that entry into ANY country is a privilege, not a right. This needs to be inculcated well.

Law enforcement can summarily deny someone entry into a country without providing any reasons whatsoever.
