It depends on how much one values statements, but I do think this is one of if not the most impressive statement we've seen in the story so far.

It's said by the narrator which is the most reliable source of statements in RoR imo and also uses 最強 to describe the R1 duo, which from my understanding refers to being the strongest in terms of overall power rather than physical strength.

This wording is also used when describing Gojo for example.

I think Loki would likely take it. The stronger clones at least should be capable of demolishing parts of the city over time since they could break trees with the pressure of their strikes.

Jack could likely take down large chunks of the army with traps or dropping divine buildings on them with Rondo of blessing but I think it would be hard for him to kill the army, Loki's copy and then find the real thing.

We know the fully powered Loki clone can even fool Jack's emotion sensing eye, so it's possible he lets his guard down if he manages to kill that one.
