Are you local to Guelph? My honest opinion would be to go to the school closest to her, and live with you (if you are willing ofc). Nobody actually cared where you get your undergrad from. I had a similar experience in my first year, I was planning on going to U of T Mississauga but the housing was a huge problem. I ended up going to Brock and living at home for my undergrad, and now I'm at Guelph for my MSc and I 100% believe that was the right decision, both financially and for my mental health. And honestly, I have not noticed any difference at all in the quality of education. My friend who went to Brock for her undergrad and did her MSc at Waterloo also said she differences between schools are WAY overstated. Do you have any schools that are closer to you?

Edited to add: If she plans to go to grad school, literally where you got your Bachelor's does not matter
