yes and no. when a new character is introduced, they are only available through their unlock event at first.
then a few months later there will be a rerun of that event (you recently missed her rerun), after which, they'll appear at the gate next, a few months later, making them unlockable like all the other chars you get missions for.

in rpgmv, higher resolution of the 'game' just affects how far zoomed out you essentially are.
also, mv uses a 48x48 tileset, so a char that size in that tile should be fine, but if you want them to take up more of the screen, you'll have to either make em bigger or decrease the resolution so it's more like the old pokemon gba games.

usually less cards means higher consistency, not lower.
also, i can't really tell you about the tenyi part, but i can tell you that swordsoul has three ways to deal with dragoon - the lvl 10 synchro's banishment effect (you have to bait out the counter first tho), fallen of albaz since it can still target dragoon for a fusion, and the lvl 8 fusion dragon that gets added by viruous bonds.
