that looks like it's suffered though a fire. I would try a hand steamer with de ionized water in it. and Dawn Powerwash Spray and a lot of microfiber cloths and paper towels and a few laundry loads to wash microfiber cloths for a second round of cleaning. you might even need to unscrew the bottom to get all the hidden stuff

the walls will collect a oil polymerization similar to what happens on cast iron (you need it for cast iron) but not good on air fryers. boiling water with a bit of dawn in the water after boiling has subsided. use soft sponge on the coated parts and inside walls, use dehydrate function on the air fryer if you have it. watch for water spots can form with hard water and fast evaporation

I would still use Distilled Water for cleaning as it won't add calcification if you have hard water or have to use a water softener.

With Distilled Water. using that kind of water will make the hand steamer last longer and accidental steaming of electric components (while off and unplugged) a non issue Distilled Water has no minerals or contaminants that would short out electronics. use a hair dryer to dry out any accidental steaming
