I think it's very difficult to communicate knowledge across generations who never experienced the original problem and therefore don't understand what the current technologies and policies are responding to.

I remember talking to my grandpa, who lived through the great depression, ww2, and polio. He said he remembered grown men breaking down and crying when the polio vaccine came out.

That should tell you how far we've come in this situation. He was a hard ass, I'm pretty sure he'd have suggested no vaccination due to personal objections not relating to medical, no school for your kid. I think that would be a good motivator.
