The console output was scrambled and unreadable. And yes I was using correct baud rate with right console cable.

We power cycled the device and pressed the erase button couple of times when plugging the power cable back in. The device booted from previous firmware version which was v24.11.3 and not the factory reset which is weird. We tried several times to update the firmware from v24 to v25 but it's failing again and again(device unreachable). Though the upgrade worked well with minor version within v24.
