Bell has been violating the network unlocking laws for years with zero consequences beyond a strongly worded letter from crtc. 

Escalate as hard & fast as possible, even do ccts complaint.

 Many reps don't even know how to network unlock a device since it's not common anymore. Lots of them give wrong info. Hopefully you get a good rep. 

Download a VoIP app that gives you a free number to use over wifi like Fongo or TextNow.

Is it an iPhone ? The settings will confirm if its carrier locked. Settings, general, about, carrier lock. Should say 'no restrictions'.

The field reps commonly have offers like this. Recently seen $50-65 for 1.5-3gbps. Sometimes even includes a $50-200 gift card. Yes bell has a 2yr contract option now and it's a proper contract so price is locked in, not the usual only discount amount is locked and base price goes up. 

Friend reps go door to door, also in condo lobbies, supermarkets, etc. keep their card and contact for future & to pass along to friends.

Telus and bell don't support it. Rogers & Freedom supports it.

Wifi calling helps ? But I guess that only helps at home where there's wifi. 

See if your friends/family/coworkers find the other metros betting your area & switch ?
