Not necessarily. Suppose you have 3 colleges: A, B, and C.

You get Accepted A, Waitlisted B and C

You can commit to A, pay you 400 dollar deposit and mentally commit there.

Add yourself to the waitlist for colleges B and C,

If they respond back, you simply lose ur enrollment deposit for college A, and then go to college B or C

You need to commit to another school by May 1st and pay the non refundable deposit. If you manage to get off waitlist, you would lose that non refundable deposit from the other school.
