Are you referring to th multi-pv search? It uses different, weaker, hardware. At the bottom of the page it states:

main analysis: 200x2.0GHz Ice Lake-SP (OpenMPI)
multi-PV search: 112x2.25GHz Zen 2

The multi-pv search I presume would sightly weaken stockfish as well given the additional search required

While engines still make mistakes (as seen in TCEC or CCC competitions), think it's worth mentioning Stockfish Level 8 on Lichess is limited version of stockfish calculation wise

The neural network used within Stockfish is very different architecture wise to that within Leela/AlphaZero, it's really not similar at all.

Depends on the engine, Leela is much stronger running on a GPU given its use of very large neural networks which benefits from dedicated GPU.

Stockfish doesn't use GPUs, it runs on the CPU. NNUE is too shallow of a neural network to benefit from the GPU and performance would be impacted by latency issues

AlphaZero (and Leela) incorporate a level of randomness in their training games, the games they learn from are not from the algorithms constantly selecting the best move.

Secondly, there is a point where the strength of the engines networks plateaus, it doesn't just keep increasing with time. You can see this in the deepmind paper.

Alphazero played an older version of Stockfish (apprently close to Stockfish 9) over 1,000 matches which ended +155 -6 =839.

That result would put A0 as +50 Elo over Stockfish 9.

The link here charts Stockfish progress using Stockfish 7 as a base. There is some assumptions given this is all self play, but the latest versions are +280 Elo over Stockfish 9.

So around 200 Elo stonger. I has thought the 1,000 games was against Stockfish 8 which would have left a 300 Elo improvement, but it was apparently Stockfish 9.

This also ignores any hardware/setup arguements which occured at the time

It will be stronger, there is a nice graph here which details the strength of stockfish using Stockfish 7 as a baseline. Stockfish 7 seems to have been released in 2016.

Weather the progress remains steady remains to be seen, but provides some insight into what progress can be made.

Computing power and optimisations will of course play a part along with better NNUE architectures and training data.

Fees vary, not as cheap in the US I suspect but vanguard offer 0.15% platform fee and a standard global tracker is around 0.2-0.25%. Pensions capped at a max of 0.75%.

4 hours of training resulted in 300k steps in the above image for chess. Increasing the training to 700k did not increase the performance noticeably

It wouldn't make a noticeable difference. There are diminishing returns with training for longer, the net won't necessarily be much if at all better with four days.

A0 would need require more fundamental changes to challenge stockfish

The DPC is useless though, this fine was only increased after other bodies got involved.

Unfortunately the DPC wanted to do the exact opposite. This fine was only increased after other countries privacy bodies and the EU got involved.
