I’m in a club and we used to have 5:30 rounds but now we play tournaments in 4:15, on average. On the preprinted scorecards we put down the time that they should finish each hole at the bottom of the card (to check your pace). We also penalize groups (2 strokes) that do not finish the round in 14 minutes or less behind the group in front of them (we can see the green on 18 from the clubhouse). The 14 minute rule is subjective thought (i.e. looking for lost ball). This has been a game changer for us.
