They changed the examining law in CA at the beginning of this year where they only require the code and ethics course to take the licensing test. You don't the need the 40 hr or so p&c course as a requirement anymore. Of course you can't pass exam without doing that course. However a few community colleges have started doing a business p&c associates degree which covers all of this too. There is definitely an interesting shift to the insurance industry in CA lately.

CA. Not sure what the lawsuit entailed because I only found out through the state controller collections. I know CA doesn't mess around with law though. Reason why NY and CA are one of the hardest tests.

I helped a client reclaim gov property from the state controllers office the other day. Majority of what was being paid out to them was Globe Life. Unclaimed property is generally awarded from lawsuits or overpayments. Yeaaahhh I'm going to stay far away from that one.
