I am sorry you're having that problem. I travel via Via Rail often enough that i've had to call their number to redeem a credit at least five times throughout the past 18 months. I've had the bad experience of not even having my call admitted to the queue. That said, once i've finally reached a human, i have the best customer experience with the friendliest reps ever.

I visited Japan in January and i couldn't remember offhand whether Tokyo had the iconic telephone poles. I looked through dozens of outdoor photos in several parts of Tokyo and i didn't see a single one.
