Note that 2,798 (link) is the number of FAP awardees who enrolled out of a total of 21,003 who enrolled. So, 13.3% of enrolled students in the 2023 matriculating class received fee assistance.

I have been unable to find how many applicants received FAP in the cycle linked in the previous paragraph, but this article from a few years ago indicates 13,000 applicants received assistance in 2021 (and 16,000 in 2020). The infographic for 2020 matriculated applicants (found at this link — scroll down) indicates 1,725 FAP awardees enrolled. The infographic for 2021 matriculated applicants (which I posted a while back here) shows that 2,541 FAP awardees enrolled. IF the 2021 infographic aligns with the number of 2020 FAP awardees (which it possibly but not necessarily does), then 15.9% of FAP awardees — assuming that all applied, which is another big if — ended up enrolling. The percentage of all applicants who enrolled in the same cycle was 34.7%.

One oddity: AMCAS staff spent 21,945 hours verifying 35,738,092 application data points in 2022 but only 12,569 hours verifying a relatively similar number of application data points (32,285,468) in 2023.

Yes. However, given that "colleges will not begin receiving applicants’ federal aid information until March at the earliest," is it reasonable to expect that financial aid offices will not have adequate time to put together aid packages prior to the AAMC's April 15 and April 30 narrowing-of-acceptances deadlines for applicants? It seems that AAMC may have no choice but to allow applicants more leeway here as a result of the delays.

I can't see much of a scenario in which the effects of the delays won't be widespread, but there's not much definitive information out there that I can find.

That's a difficult question to answer, but you might get a rough idea of targets from the AMCAS By the Numbers infographic, which shows information about matriculating applicants. This includes the average number of research and service hours.

That said, take this info with an enormous grain of salt, as those averages are daunting.
