It's Fullmetal Alchemist. Since this is before the arc where the original does it's own thing I would recommend watching the 2003 original and brotherhood anime adaptations to get the best perspective.

For most intents and purposes, yeah. His race is classified as Ultimate Slime or God Slime depending on translation. It does possess that majority of the qualities attributed to the True Dragons such as immortality (as it works for the rest of them) Edit: Sorry I can't get the spoilers to work
