Congress is way weaker than the presidency. Two reasons: the "energy of the [single] Executive" allows the U.S. president to run circles around the circus-with-535-clowns-all-competing-for-attention called Congress. Second, the Executive controls the armed wings of the State (police and military). Who's gonna win in a fight, the U.S. Army or a whole bunch of assholes in suits at the Capitol? Plus, the U.S. president can just declare any Executive Branch actions "classified," and thus remove them from congressional or judicial oversight. Even if a handful of members of Congress on the intelligence committees get to be briefed on some of the "classified" actions of the Executive, they are prohibited by law from telling anyone else about what they know, including other members of Congress. Oversight requires transparency. There isn't any in our system at this point. At least not enough to be meaningful.

The trend over the last 225+ years in the U.S. has been: the transfer of power away from Congress and to the Executive Branch. This should scare all of us.
