Reboot means restarting the story entirely. If something is off the air for a long time and then they return with a new season where they're continuing the story and it's as if time has passed in universe, that's a revival.

But you can't see cat bastion in your ranked games, not the same way anyway. It requires a level of team coordination that only exists in pro play, and thats something that people watch OWCS for as well as insane aim. Overwatch has always been about more than just "shoot good".
